Il termine "gap" (s.m.inv.) significa "differenza", "dislivello", "divario" (vedi per esempio De Mauro). Io non lo tradurrei affatto. Il verbo "step into" significa in qualche modo "entrare", "rientrare", "subentrare". Nel caso specifico l'India si sostituisce o meglio potrebbe sostituirsi alla China sfruttando il Gap. La mia proposta sarebbe quindi di tradurre la frase "India's workforce could step into the gap" con la seguente: "La forza lavoro indiana potrebbe entrare nel/in questo gap."
