Non sono sicura di aver capito correttamente (inizialmente avevo inteso la frase ma poi mi sono accorta che il verbo non ha preposizione e così mi è sorto un dubbio):

Annex YYY obliges the parties to support and help each other to fulfill the scheduled timeframe, and if the delay can be retained the lost time by the other party by increasing the following work steps and if this measure will cost additional money the other party has to pay this additional costs

io la renderei in questo modo:
"se il ritardo dovuto al tempo perso può essere contenuto..."
oppure, direttamente "se il tempo perso ed ritardo possono essere contenuti..."

qui un esempio con "delay and lost time"
...the failure from any of the buying company’s suppliers can mean delay and lost time meaning additional costs...
