The USA does not have any experience with the two thread sizes called out and as such the final thread may need to be chased with a die upon arrival at the customers location".

agree  Pompeo Lattanzi: Il "die" qui è il maschio filettante, cioè la filiere. Però più che "incidere" (che è il 1° passaggio) direi "rinfrescare/rettificare", che indica un secondo passaggio della filiera, successivo all'incisione della filettatura.
