You can now use Hotmail to IM

Non-PRO English to Japanese Tech/Engineering Computers: Systems, Networks Hotmail とインスタント メッセージング
use A to B の構文が今一わかりません。
また、Hotmail と IM (インスタント メッセージング) の関係がわかりません。
「Windows Live™ Messenger 内の連絡先を含むインスタント メッセージに Hotmail を使用できるので、最新の [what's new] フィードを常に表示できる」という訳でいいのでしょうか?

Hotmail を使用して、インスタントメッセージがやり取りできるようになった/利用できるようになった という意味でしょう。

"to IM" の部分はIMを動詞として使用しているか、あるいは use Hotmail to (send, use, etc. ) IMs と考えることができます。
