While this sounds complicated it is, I believe, basically hand-held or portable compass (not a compass with hands as I first guessed!) used for taking bearings e.g. of landmarks.

Functionally they the same as the common clear plastic compasses that are commonly used when doing orienteering, or simply finding your way with a map, such as

Depending upon the context, if the fact that that the compas is *hand-held* is important, then 携帯用方位コンパス is another option. If you want to make that sound more technical then 携帯用方位測定コンパス is yet another.
