This is just the translation of clerk of county.
County is not automatically a reference to courts of Justice, in USA they would use County Court for such references. County is a section of a state that could engulf towns and surrounding areas. Sometimes a town by itself is given the status of a county. The clerk is someone who works for the county, it is not a position with in the Judiciary as some have suggested.
I think New York is a state, I don't know of any county by the name of New York. I think the translator should check this and point it out to the source.
