Często tenders mają dwie części- Technical Proposal/Response (oceniająca czy wykonawca ma odpowiednią wiedzę, doświadczenie i możliwości, by zrealizować dany kontrakt) i Commercial Proposal/Response (który tyczy przede wszystkim cen i towarzyszących im warunków i obostrzeń). Twój questionnaire to pewnie Pre-Qualification Questionnaire, normalną praktyką jest, że już na tym etapie przedstawia się kosztorys- wraz z wypełnionym questionnaire i złożeniem wszystkich dodatkowych dokumentów.
