It means that the person/people/item in question is taking the lead over the others they compete with. Imagine one of those long track races such as 1500m where at the beginning everyone is running together, i.e. 'in a pack' and then in the final laps some people fall behind and others 'pull away' or take the lead. I'm not sure what would be the best in Portuguese but maybe something along the lines of 'tomar a liderança' or 'se destacar do resto/multidão' ?
