Em Portugal (e creio que no Brasil também) diríamos algo como preencher vaga deixada em aberto por *nome da pessoa/morte/despedimento/etc*. Definitivamente não se trata de contratações para o quadro de reserva, mas de uma contratação para substituir um/a empregado/a que por algum motivo deixou a posição.

A sugestão do colega ferreirac é a que, na minha opinião, mais se aproxima do correto, faltando mesmo só acrescentar no final deixada em aberto por para que não caiba lugar a dúvidas de que se busca um/a substituto/a para uma vaga já existente.
