"Keep the quote 'good' and remove the bad".

A frase vem na sequência da referência ao princípio de "redução de danos" em casos de dependência de tabaco.
Antes disso, faz-se uma breve referência a grande percentagem de fumadores na Europa e nas Américas.

Não sei o que querem dizer com "quote"... "Poupar na bolsa (no orçamento) deixando de fumar" será isto?
Também não encontrei nada que me confirmasse que se trata de uma expressão idiomática.

Eu acho que se trata de uma brincadeira com a expressão "keep the good and remove the bad", que é bastante comum. Já que numa estratégia de "redução de danos" de um dependente não há nada de bom, mas justamente um controle de danos à saúde do indivíduo, o autor usa "quote" na tentativa de ressaltar a ironia ao se empregar essa máxima numa situação de controle de danos.
