O Black's Law Dictionary define "execute" como "To make a legal document valid by signing; to bring a legal document into its final, legally enforceable form". Hoje em dia, na maioria dos contextos, "execute" significa "assinar", já que é através da assinatura que se confere eficácia ao documento. "Celebrar" também é correcto, mas nem sempre. Com efeito, diz-se "celebrar um contrato", mas não "celebrar uma procuração". Normalmente, quando estamos perante um negócio jurídico unilateral (como uma procuração), o termo "celebrar" não funciona. Atendendo ao texto que enviou, julgo tratar-se da autenticação de uma assinatura relativa a um certificado ou outro documento dessa natureza, e não um contrato. Se assim for, a tradução mais correcta é assinou. De qualquer modo "assinou" funciona em 99% dos casos.
