întreruperea completă a sistemului este un eveniment neobişnuit, dar operatorul de reţea trebuie să elaboreze o prevedere privind repornirea sistemului energetic în cazul în care acest lucru se întâmplă. Capacitatea de a face acest lucru se numeşte „pornire la rece”.
