In the case of negotiated access to the system, Member States shall take the necessary measures for electricity proceducers and, where Member States auhorize their existence, supply undertakings and eligible customers either inside or outside the territory covered by the system to be able to negotiate access to the system so as to conclude supply contracts with each other on the basis of voluntary commercial agreements.
