The CSS em unit is defined as the height of this box, but basically it is a measurement related to the font in question and is therefore suited to be used for all measurements that need to relate to the font used, like margins, line height, etc. You may dub it as "counter-intuitive", but I'll bet for a typesetter, or printer, or someone familiar with typography it makes perfect sense.
