In my view, this is a very rare case when we have both “master” and “framework”, because they will normally stand for a similar idea (i.e. the one that the contract is general). I found only one similar case in the www (see http://www.csus.edu/acse/ceti06.htm). Even in this single search result, “framework” appears in parenthesis master (framework) contract.

However, though similar they are, there is one distinctive difference between “master” and “framework”. “Master” is used for general terms and condition, whereas both the English “framework” and the Russian «рамочный» (ramochniy) mean that other parties may later on join this agreement to become its signatories, i.e. that, beyond the date it is entered into, the agreement is open for signature by others. In this case, we have a combination of the two, which I would translate into Russian as “Основной рамочный договор о сотрудничестве в области авиации».
