Скорее всего, второй вариант. --- Associate Resources может означать связанные (associate) с учёбой, необходимые для учёбы материалы (учебные материалы). То есть учёба (занятия) и связанные с учёбой материалы. Но тогда, по идее, должно быть Training and Associate Resources. Ещё одно возможное значение Associate Resources — дополнительные (присоединённые) ресурсы. Associate может означать "партнёр" (участник сообщества, сотрудник). И Associates Only на это намекает. --- Если поискать в Гугле "Associate Resources" (вместе с кавычками), то видно, что словосочетание часто используется на сайтах. В подавляющем большинстве случаев (если не во всех) Associate Resources относится к членам организации, сотрудникам и т. п. Не нашёл примеров, где бы явно имелось что-то другое.
