Это название продукта, поставляемого фирмой заказчику, т.е. без контекста. Выражение из сферы радиоразведки и радиоэлектронной борьбы. Не могу понять, что значит здесь non-communications. Обычно речь шла о Communication jamming - глушение средств связи, подавление средств связи.
