"descargadores" compulsivos
Hola Luis,
Aquí una opción con base a la siguiente explicación que se refiere a un tipo de usuarios de Internet que abusan del "downloading"...
"...And then there are hosers. Canadians hate them. We can't stand them because they take up too much bandwidth. Hosers are basically chronic downloaders. They don't just download a few things like normal people do.
They are always downloading something...!"
Buena suerte y saludos del Oso ¶:^)

En cuanto a que no son muy listos que digamos...mmm, bueno, pues tal vez podría referirse a que estos seres no aprovechan su tiempo de la mejor manera o un sinfín de motivos más... ¶:^}

¿despistados?
That could be one option in Argentina for persons that are not very smart.
It means to get lost or distracted.

high on horses?
¿Puede ser que haya un error en el original?
Si es así la expresión "on one´s high horses" significaría que esas personas siempre están simulando ser más inteligentes y mejores de lo que en realidad son.
Y de ser así, lo traduciría como:
"fanfarrones" (Argentina)
Espero que te sirva

bobos
Years back there was a two-man comic act from Canada that popularized the term "hosers," and they themselves were considered to be "hosers," or "dopes" in American English. The closest equivalent that I know of in Mexican Spanish is "bobos." Someone who is "bobo" is stupid in a way that can inspire sympathy, pity, or laughter.
