placas de matrícula del concesionario
Explanation:
I don't know whether they are used in Spain, but I believe this refers to temporary license plates that car dealers can put on new (unsold and thus, un-licensed) cars to enable potential purchasers to take a "test drive" to see whether they want to buy the car.

agree  Shawn Keeney: That's a good explanation, but like you said, I don't know if they use them in Spain. In the US we also call them dealer tags.

-> Thanks Shawn. Actually "dealer tags" is what I've always heard them called. And in my experience in Spain it's hard to get dealers to give you a test drive. They expect you to buy a car after sitting behind the wheel for a few minues in the showroom!
