Orellana's Glossary says that Housing Authority is: Direccion de la Vivienda.. Is this the commonly used name for the Housing Authority (as in the government entity?) or is there a better way to phrase it? Also, Grievance Procedure... I would like your opinion on the best way to translate this...

I forgot the second part. I suggest Procedimintos para Reclamaciones (shorter, it's pretty self-evident who's going to complain) or Procedimientos para Reclamaciónes por parte de los Residentes (longer, as tends to be the case for Spanish).
A final possibility is to paraphrase the function of this authority and then include in parentheses the full title, e.g. "la organización/el departamento responsable para/el procedimiento resolver las reclamaciones de los residentes (Housing Authority Resident's/Residents Grievance Procedure(s)). Note that there is a slight difference in the singular and plural.
