Sadly this is the 3rd time I'm writing this out, as the page just keep disappearing!

They are 'envelope-sized publicity leaflets' sent out with notifications etc. eg a bank may send them to custiomers, when sending statements, to advertise other services.

I suggest you base yor translation on
the words in italics.

Alternatively, if your readership is Marketing, then you may want to use(at least include the original word, as here in Spain, the word in English is known by people working in publicity.

There is a vague possibility that stuffers are people, but i would rate it as a second rather than first meaning.
