I think you may be dealing with a draft of the upcoming or new version of a software licence unless the text is referring to another matter. PROXIMA EDICION; SIGUIENTE TEMA (o PUNTO) Explanation: I think my first answer got lost so there I go again: It is UP-ISSUE, with hyphon, meaning UPCOMING ISSUE. I believe it may be refering to the issue of the software license steaming from the draft you're working with. Check the link below for more light on this, there goes part of it:("* Final up-issue in Deliverable 2 - December 1998") showing that it refers to something to come in the future for it was writen earlier. HOWEVER, it might also refer to an upcoming point or subject in the same text, then i would translate as: SIGUIENTE TEMA (o PUNTO). salud y suerte :) A ver si ésta llega...
