As I indicated in my initial comment, I think that your interpretation is correct here. My only point was that an extra measure of caution is appropriate, since the (non-standard) term used here could be interpreted either way (and because both marriages and divorces could be referenced in official documents such as birth certificates and marriage certificates).

- in case of a divorce, you do not change surname to other than your birth name, only in case of marriage. And if you get divorced and want to get back your maiden´s name, it takes a procedure and again a notification in your birth certificate. Hence my assumption it is a marriage :) - talking from proper experience.

“Conclude a marriage” strikes me as non-standard English for referring to *either* a marriage or divorce, and would most like never be encountered in any official document originally written in English.

When you do run across it, you simply have to tease out the meaning as best you can from the context. If there is real ambiguity as to the meaning, then I would say you should make your best guess and add a translator’s note explaining the ambiguity.

I originally thought it was a divorce, but then since it reads [...the surname changed to xxx (the surname of the husband)], I assumed it was not.

On the same note, and for future reference, is there a way to know the difference when looking at that term, since it can be interpreted both ways?

...make sure that “concluded a marriage” does not mean that the person on the birth certificate got a divorce!
