Dear shareholders
Estimados accionistas

Explanation:
If indeed they are shareholders. "Advicer" is not English. It would have to be "Adviser" but I don't see why this term would be used for shareholders.

Suerte.

I would add that the problem with using a translation like "asesor" is that this is not a proper term to characterize a shareholder. An "asesor" would be more like a paid consultant contracted by the company. "Consejero" would be even more bizarre, as it would sound like the letter were being sent to psychotherapists or spiritual gurus....

agree  Christian: I'm also wondering what an "advicer" is. Whatever it is, it's not English. "Adviser" does exist in English, but again I agree that it doesn't make much sense here.

neutral  Ana Brassara: The thing is, Robert, that we are not sure if it is actually referring to shareholders. I think we need more context to jump to that conclusion.// Ok, anyway, the asker will decide according to the context s/he has. Saludos!

-> Well, the Asker did say that it is a "circular for shareholders"; I don't think that I'm making a great intuitive leap here. What does everyone else think?

dear advicer,
asesor de accionista (or) inversionista

Explanation:
IMHO, more context is needed, but this would appear to be a circular addressed to shareholder advisors, (also spelled "advisers"), and if that is the case the real job is to find out what "shareholder advisors" are called in Spain. I am offering the above as an option.
