You mean, ... in the original sentence in English?

Indeed, it is not. But when I started my search, I found the word "Publico" in item #6 of first link and did not choose it as the answer because "universidad", as it's known, grants Bachelor's degree in for 4 years and community colleges grant associate's degree in 2 years. In other words, community college is a "pre-universidad" something in between high school and college or "universidad" that's why I picked item #3 as part of the translation.
Then, I found this context ... primarily two-year public institutions ... in the second link and that's when I decided to include "Publico" in the translation. I hope this answers your question.

Yes, I went to a Junior College or JC back in the 70's and the associate degree granted by a JC is like getting a trade school diploma.

Asker: It's also truth that the community colleges in The US are mostly public. These colleges are called junior colleges and the careers last for only two years. They are very short careers.
