One of the major observations made by the Commission services is in regard to the low number of findings resulting from the controls on atypical production yields.
The Commission services indicated that the main reasons for the flat-rate part of the corrections were the absence of follow-up to the results of the Olive Oil Agency’s controls on the oil mills and the inadequacy of the controls in regard to the detection of atypical production yields.
After the adoption of Regulation (EC) No 648/01 they had set up an econometric model, which the Commission services accepted, and which enabled them to calculate the production capacity per homogeneous region in a more detailed form. This method led to the discovery of 20.000 holdings with atypical yields in the 2000/01 and 2001/02 marketing years. Some 17.000 of these cases were cleared by the control system.
