1.0 PURPOSE
This procedure establishes the processes for the transfer, retrieval, and disposition of records to and from the Service Center Records Center (SCRC).
2.0 SCOPE
This procedure is applicable to NNSA Site organizations who store, transfer and retrieve records from the SCRC. This includes the Director's Office, Deputy Director's offices, all organizational elements reporting to the Director, Divisions and all sub-Division organizations. Any organization other than those listed above desiring the use of the SCRC must contact the Service Center Records Management Officer.
3.0 DEFINITIONS
3.1 Inactive records
Records no longer needed in the office to conduct routine or current business. Transfer inactive records to the SCRC if the records require further retention. Staff transferring records to the center retain responsibility and accountability for all information retained in the SCRC.
3.2 Nonrecord material
Government-owned stocks of publications, library material, or copies of documents acquired and kept only for convenience of reference. An organization may maintain non-record material as long as needed for reference purposes however the organization must inventory and schedule the non-record material on the organization's Records Inventory and Disposition Schedules (RIDS). The organization has the authority to discard this material without further approvals according to their RIDS. Non-record material is not maintained in the SCRC.
3.3 Official record copy
The original or copy of a record designated and agreed upon to be the official record. The office with the official record has the responsibility to maintain the record in accordance with the approved retention schedule. The official Service Center record copy cannot be destroyed without an approved retention schedule.
3.4 Records
Records includes all books, papers, maps, photographs, electronic materials, or other documentary materials, regardless of physical form or characteristics, made or received by an agency of the United States Government under federal law or in connection with the transaction of public business and preserved or appropriate for preservation by that agency or its legitimate successor as evidence of the organization, functions, policies, decisions, procedures, operations, or other activities of the Government or because of the informational value of the data in them.
3.5 Records Liaison Officer (RLO)
The RLO is the individual assigned within each Division, Department or Office that coordinates records management activities for their organization. The RLO is the Point-of-Contact for the RMPO for issues, concerns or questions regarding the records management activities of the organization. The RLO duties include coordinating all record transfers to the SCRC and reviewing the final disposition for their organization's records.
