English to Spanish translations [PRO]

English term or phrase: 40 T.O.M.
In a the Activity Log of a Court in Webb County, TEXAS, there appears several times the term 40 TOM (sometimes written 40 T.O.M. or TOM alone). I think it may be a recording system used by the Court, but cannot find an explanation of the term, or what the letters stand for, in order to think of a translation into Spanish or some way to explain it.

Verónica: En base al tercer ejemplo que das (*IMG* SENT T.O.M. to Petitioner Mr. xxx via regular mail…), ese “TOM” tiene que ser algo físico, que pueda enviarse por correo; por lo tanto, no es posible que sea “trial on merits”.

Creo que “transcript of motion” es una posibilidad en ese contexto.
