agree Richard Boulter : My Espasa Bilingual Legal Dictionary gives 'debar' as 'prohibicion/exclusion de contratacion publica'. The 'bar' is the professional organization of lawyers who are licensed to practice in a jurisdiction and 'debarment' revokes the license to practice.
