A successful model of a brass wind instrument must be able to describe the playing technique known as ‘‘lipping,’’ in which the player can bend the pitch of a note by modifying the setting and tension of the lips.

The lip position doesn't change the note entirely. The idea is to change the pitch of the note slightly (to "bend" it, rather than change it completely).
Here's a good definition/explanation of "lipping down":
"Lipping down: técnica labial para tocar instrumentos de viento en la que, con los labios relajados y flojos, se sopla el aire hacia abajo consiguiéndose una disminución del tono de la nota."
Lipping up would therefore achieve "un aumento del tono".
