Explanation:
15 segundos y vuelva a "neutral" para el llenado del (material de?) contraste.
Sería de gran ayuda saber de qué estamos hablando, pero dado que tenemos un "stopcock" (que es una llave o espita, que puede ser de dos o tres posiciones. En tu caso parece de tres), creo que el "negative" y el "neutral" se refieren a las posiciones de la llave, con flujo hacia un lado, hacia el otro, o cerrada.
En los sitios de referencia están explicados los distintos tipos de "stopcock", con ilustración animada de cómo funcionan.

Sounds to me like they are talking about photography. If so,

Pull Negative-remueva el negativo, or, extraer el negativo, extraiga el negativo.
Release to Neutral- sumergir en el receptáculo del Neutralizante.
