Reference: Findings Reference information: The Green Card system and driving overseas Outside of the EU, a green card provides proof that your domestic motor insurance policy covers the minimum legal requirements in the country being visited. http://www.borderpeople.info/index/browse-all/browse-detail.... Green Card History Following the Second World War the increase in road traffic made it necessary to devise a system to manage and expedite the movement of vehicles across borders. The problem was considered by the Working Party of the Inland Transport Committee of the Economic Commission for Europe (a United Nations body) which decided to recommend a solution based on a system originally implemented by the Nordic countries in the 1930s. That solution, embodied in the "Geneva Recommendations", led to the establishment of the Green Card system, which even today still reports to the ECE. The Green Card System is designed to fulfill two principal objectives, which are: 1. To facilitate the movement of vehicles across international borders by the use of an internationally acceptable document proving the existence of insurance (the Green Card or International Insurance Card). 2. To ensure that victims of foreign registered vehicles are not disadvantaged. http://www.mib.org.uk/Customer Services/en/General Cross Bor... 4th MD I think is this (Motor Directive) The 4th Directive explained The small print … The 4th EU Motor Insurance directive was issued on the 20th May 2001 and, like all such EU directives, needs to be incorporated in to law by each of the EU member states within a certain period of time. For the UK, this means that the Directive becomes law on the 20th January 2003. The Directive has been enacted by the EU Parliament as one of a series of such directives which seek to harmonise the law governing Motor Insurance across the EU member states. You may recently have heard of the plan to allow Cyclists to automatically be able to claim against a motorist in the event of an accident, irrespective of fault or blame – that is law in most of the EU, and will be brought to the UK by the 5th Directive.
