Oops. I meant, "As Patricia said ..." :-) I think it's important to know who the employees are. Is this a group of employees who have gone to a convention and are on a city tour on which they're all going to do "the wave" or some such group activity from the bus at every stop? Or is this something more straightforward referring to the way that tourists signal tour company employees that they want to mount/dismount the bus?

As Beatriz said, can you provide more context? I doubt that this is a typo for "waive" or "waiver" or "waived". I suspect it has something to do with waving down the bus or waving at someone from the bus.
