I assume 'Obligor' is defined in the same document, and is something which have members (something people can belong to).
I read this to mean:
any incapacity of an Obligor or any other person,
or,
any lack of power, authority or legal personality of an Obligor or any other person,
or,
any dissolution an Obligor or any other person,
or,
any change in the members of an Obligor or any other person,
or,
any change in the status of an Obligor or any other person

I think the sentence you are translating is also missing and \'of\' after dissolution, otherwise it doesn\'t make sense.
