English term or phrase: "Cover" or "Carpet" signal

The following is a translation by me of a passage in Russian from "Federal Rules for the Use of Air Space in the Russian Federation". The word in Russian is "Kover", which in Russian means "Carpet", but it could be a transliteration of the English word "Cover". I am asking this as a Russian-English question but I thought I would post it as an all-English one too in the hope that someone may recognise it.

When unidentified aircraft and other material objects appear in air space, in exceptional circumstances the signal [(?"Cover") (?"Carpet")] , denoting a demand for all aircraft in the air, in the air space in question, to land immediately or to withdraw from it, with the exception of aircraft brought in to combat the offending aircraft and to carry out search and rescue services.

Explanation:
Do several find commands using only the word "cover" until you come to part three. Alternatively you can simply scroll down.

I found three instances where the word "cover" is used as a tactical in-flight command. Nothing appeared for the word "carpet".

It's not official, but it might get you started.

After thinking about it, the only thing I can come up is this. I checked some military dictionaries, and eventually I came up with the following:

"closed area — (*) A designated area in or over which passage of any kind is prohibited. See also prohibited area." (Joint Publication 1-02, DoD Dictionary of Military and Associated Terms, page 91)

Note that \"closed airspace\" is a very common term to indicate an airspace where entry has been forbidden, and any aircraft entering it risks being shot down.
