I always thought that s.b. or s.t. induces s.b. to DO s.t.: in other words there should be a verb in place of the noun 'excessive consumption', shouldn't there?

agree  Jocelyne S: I don't think the original is necessarily wrong, but it would certainly sound better reworded. IMO, it's the "an" that makes it sound clunky (it could also be "induces farmers to consume excessively" - but I prefer your suggestion).
