You are right. PA seems to stand for sth different than passenger vehicle. If I were to translate it, I would leave it as it is, or perhaps write an email to NJ MVC. Hope the Asker solves the riddle. Rgds
I was wondering about Plate Type myself but I have my doubts about "PA" being a passenger vehicle as that information is already available on the document. I suspect that "PA" is a standard plate and that there are other codes for personalised plates, historic vehicle plates, etc. but this is little more than a wild guess. NJ does offer a wide range of special purpose licence plates so I can see that this is useful information not otherwise specified on the document.
In the thread you mentioned we can read the answer which the New Jersey MVC Customer Information & Advocacy provided. I'm not saying it's definitely correct, but perhaps worth considering
