Authoritative decision
Explanation:
A binding resolution is a decision made by a legislative body that all members of the body are bound to adhere to. A definitive binding resolution is one that the absolutely clear, one that is reached decisively and with the authority to enforce it. I found this example on the web:
The U.N. Security Council on Wednesday put off plans to criticize Israel for reoccupying West Bank towns after Palestinians insisted the action take the form of a binding resolution, a move the United States was bound to oppose.

In a departure from its usual practice, the United States was willing to consider a formal council statement calling for Israeli forces to pull out of areas under Palestinian rule.

But council members supporting the Palestinians rejected that option at this time, arguing a statement would carry less weight than a resolution, which would be binding on Israel under international law.

"We believe a resolution is the way to go," Palestine's U.N. observer, Nasser al-Kidwa, told Reuters.

"We did not accept the idea of a presidential statement. We thought it was too little, too late. We will seek a resolution in the next few days," he said.

In behind-the-scenes talks during the day, Tunisia had pressed hard for a resolution but the United States, Israel's closest ally, was flatly opposed and would accept only a statement adopted unanimously by the council, diplomats said.
