To be loved without loving can be an uncomfortable or even painful experience. To love without being loved can also be painful, of course, but the person who loves is more blessed than the person who is loved, or so it has often been thought. To be unable to love can be even worse than being unloved.
The writer is defining one of the two sides of the coin of love: being loved and having someone that one can express love to. They both wanted to have the experience of being able to love someone else (that I suppose included having that other person accept or respond to that emotion).
