This is what an associate of mine found in a text on Monaco. I failed to help and so I turn to you in desperation. What is it essentially? Is it a type of foreign trade taxation?

The elected government, answering to its sovereign, in 2003 declared revenues of E593m. Of these, half comes from VAT, the only taxes imposed except for those levied by the customs officers on imports.
Some 13% comes from exploiting monopolies Ð over transport, and the sale of goods like matches and cigarettes, while a further 10% are levies on *jurisdictional transactions*.
