Term frequently used in state finances. It would be the amount the state (or another entity) would guarantee to someone under some contract - if the MRG is not reached they have to cover the difference. In the context of Chinese economy this might be an amount quoted in the state contract with a foreign company (I was not aware the Chinese have already started building tollways :-) Economy must be booming!
