English term or phrase: Work off out
A friend of mine told me he had seen in a video clip three poor guys raising three different signs that formed the expression "work off out". During the video clip they're complaining about Bush's administration and, later, one of Bush's employees rewrites one of the signs, changing the expression to "work it out"

I'm not sure if everything is correct, because I didn't watch the video clip. Maybe the expression was "work out off"; however, I see no meaning in "work it off" (the second sentence).
