Mockingbird, if I were you I'd change quite a bit of the sentence (if at all possible)
SOS-Taruna Village is a non-governmental organization DEVOTED to children who have lost their parents, or CHILDREN WHOSE parents ARE unable to PROVIDE a decent environment to bring them up properly.
"or children whose parents..." implies that they have parents, so no meaning is lost
and, 'bringing up' or 'upbringing' are far more common terms for 'grow well'
