Context:

"Buyers may include these criteria in the technical specifications of their own tender documents. Alternatively, they may give them a more optional character by incorporating them as awarding criteria in the tender, all this depending on the procedure that’s chosen"

Can somebody explain in other words what is exactly meant with ""give an optional character?" Thanks.

Sorry, that was quite a clumsy way to express it.

By incorporating the criteria as options within the document, rather than making each of them a specification that must be fulfilled, they are allowing those who apply for the tender the option to offer one or the other criteria / features.

So instead of
you must do x and y or you won't get through
They offer
you can do x and/ or y and you will get points for them to help you get through

it's the same as having a more optional character, presenting them as incentives rather than obligations.
