Hello. I am translating an episode in an Australian TV series, and I can't make any sense of the following.

Context: a father is suspected to have molested his child.
Constable : "His record shows no previous assaults on children."
Sergeant : "Maybe he hasn't been caught."
Constable : "HECS reckons that the homefront has no protective concerns."

What does he mean in this last sentence ? The rest of the scene is not relevant, since the focus shifts towards the personality of the father. Thank you.

Yes, I reckon it IS this. The Department of Health and Community Services would presumably have been shortened in the vernacular to HECS.
The Dept was abolished in 1996 and all functions were transferred to the Department of Human Services.

Yes, I reckon it IS this. The Department of Health and Community Services would presumably have been shortened in the vernacular to HECS.
