English term or phrase: family cap
Context (title): TANF Family Cap

Hello colleagues,

Does "family cap" in the above context mean "singling out/exclusion of a family", or a maximum limit of assistance provided to a family? It's sort of confusing to me.
Thanks in advance for your help.

Best regards,

English translation:explained below
Explanation:

The term "Family Cap" refers to the practice of denying additional public assistance to families who have additional children while already receiving assistance. TANF does not require a family cap, however TANF provides states with the option to deny additional assistance to child born into families already receiving assistance.
