agree  Demi Ebrite: 'Collision Damage Waiver' is a common term for a type of insurance that car rental companies offer. It is controversial, in that most auto owners carry CDW in their personal policies, covering any car. The 'premium' is the addl. fee paid for CDW.

Reference information:
Collision Damage Waiver is always offered to the auto rental customer, claiming to cover the loss or damage to the car, in the event of an accident (while the car in rented and in the posession of the customer.)

It is costly, and sometimes unnecessary, if the customer has coverage of the same type for their personal vehicles. "Total" collision waiver is not a common usage of the term, and could possibly be seen as a red flag, or alert to the customer that it is more a scam than a necessary item. The disclaimers on car rental agreements can be daunting!

Generally, I do not post a reference that is a blog, or message board, but the one in the 2nd reference is particularly good, and the posters are all quite accurate. They offer different scenarios that explain the many ways that a customer can be covered without the purchase of the rental company CDW.
