The only thing that comes to mind is the abbreviations they use in personal ads, e.g. SCHM (single christian hispanic male), etc. "S=single, D=divorced, W=widowed or white, A=asian, B=black, H=hispanic, C=christian, P=professional, M=male, F=female, YOA= years of age"

There's also 'h/w/p=Height/weight proportionate'

And that's about it, I'm afraid... :o(

1 KudoZ points awarded for this answer. Comment: "Thanks to all of you. The interesting part is that it's something else though. Cannot be the person's initials since his full name is present in the document, nor the weight/height since no digits were used, nor something resembling the suggestions of the first answerer. Anyway, I will never know the answer I guess... Still, credits to the fastest reply. "

convict/weight/height

Just guessing but it might mean:

convict's name
weight
height

initials of the name of a delinquent under 18.

In Brazil telling the name of a delinquent person under 18 is prohibited.
