Of counsel

English term or phrase: Of counsel
In a breakdown of staff in the specialist department of each of a number of law firms, the article gives a number for 'totale avvocati', a number for 'soci' and a number for 'assistenti'. (The numbers for soci and assistenti add up to reach the number of totale avvocati). A footnote states that the number for totale avvocati (I quote) 'Include Of counsel ed altri'. What do they mean by 'Of counsel'?

In legal English, Counsel is a barrister with rights of audience, but of course there is no such distinction in Italy (save for specific rights in the Cassazione). And in Eng we use 'of counsel' to identify someone as a barrister - 'John Smith of Counsel'. I'm stumped - by the English! Anyone else come across it?
