means basically that there will be provisions in the regulations which do, and some which do not, or cannot, apply to the product in question. Those which can apply, do apply; those which cannot, do not.

Some standards are so written that they cover (just for example) stoves which might be heated by gas or electricity. You could not apply all the conditions applying to a gas stove to an electric stove, and vise-versa.
